Is the U.S. Military in the Twilight Years of Manned, Fixed-Wing Procurement?

The Defense Department plans to release the Quadrennial Defense Review in the next
few weeks. It could have very significant effects on the manned, fixed-wing market. This
briefing addresses the trends and pitfalls of the military fixed-wing market and the
changes that the new administration is bringing to procurement of these aircraft. It
examines the trends and the market dynamics as well as the key players.

Industry Manager, Wayne Plucker, has completed extensive analysis on the U.S. Military

Wayne Plucker is an Industry Manager with Frost & Sullivan’s Aerospace and Defense
Group. His focus is on market engineering, and consulting in areas such as C4ISR;
Simulation and Training; Aircraft and Engine Maintenance, Repair, and Overhaul; Defense
Aerospace; and Business and Commercial Aerospace.

Prior to joining Frost & Sullivan in April 2007, Mr. Plucker held various positions in the
business aircraft industry over a ten-year period.  This included several positions in product
support, General Manager of an engineering-services firm, and Marketing Vice
President/General Manager for an aircraft manufacturer.

Mr. Plucker completed a military career in 1996.  Among the key positions that he had
during his career were Flight Crewmember, Flight and Academic Instructor, Operations
Planner, European Command Post Controller, Field Maintenance Squadron Commander
and Organizational Maintenance Squadron Commander.
